Stephen founded Texas Aviation Partners in 2007 with an eye toward public-private partnerships and how they can benefit the taxpayer. He began his professional career by serving as a firefighter and emergency medical technician with the Westlake Fire Department in 1990. After fourteen years of service and promoting to the rank of Captain/ Shift Commander, Stephen took an early retirement to pursue his budding property management firm, Muldoon Interests. The firm managed and owned marinas, multi-family properties, entertainment venues, commercial office buildings, retail stores, and leisure homes. As Muldoon Interests continued to grow, Stephen identified a need for solid contractors to service the managed properties. Muldoon Marine was founded, with a specialty towards marina general contracting and development. Clients included Randolph Air Force Base Marina on Canyon Lake, high-profile customers on Lake Austin, and The Moorings located in Port Aransas, Texas.
When Stephen founded Texas Aviation Partners, he did so with the idea of bringing private business acumen to the publicly owned property sector, with the mantra of “There are some things the public sector does well. There are many things the private sector does well. If you bring the two together, while always thinking of the taxpayer, you create an environment to succeed.”
